Agronomic and economic tradeoffs between alternative cover crop and organic soybean sequences

Organic grain producers are interested in reducing tillage to conserve soil and decrease labor and fuel costs. We examined agronomic and economic tradeoffs associated with alternative strategies for reducing tillage frequency and intensity in a cover crop–soybean (Glycine max L. Merr.) sequence within a corn (Zea mays L.)–soybean–spelt (Triticum spelta L.) organic cropping system experiment in Pennsylvania. Tillage-based soybean production preceded by a cover crop mixture of annual ryegrass (Lolium perenne L. ssp. multiflorum), orchardgrass (Dactylis glomerata L.) and forage radish (Raphanus sativus L.) interseeded into corn grain (Z. mays L.) was compared with reduced-tillage soybean production preceded by roller-crimped cereal rye (Secale cereale L.) that was sown after corn silage. Total aboveground weed biomass did not differ between soybean production strategies. Each strategy, however, was characterized by high inter-annual variability in weed abundance. Tillage-based soybean production marginally increased grain yield by 0.28 Mg ha−1 compared with reduced-tillage soybean. A path model of soybean yield indicated that soybean stand establishment and weed biomass were primary drivers of yield, but soybean production strategy had a measurable effect on yields due to factors other than within-season weed–crop competition. Cumulative tillage frequency and intensity were quantified for each cover crop—sequence using the Soil Tillage Intensity Rating (STIR) index. The reduced-tillage soybean sequence resulted in 50% less soil disturbance compared to tillage-based soybean sequence across study years. Finally, enterprise budget comparisons showed that the reduced-tillage soybean sequence resulted in lower input costs than the tillage-based soybean sequence but was approximately $114 ha−1 less profitable because of lower average yields.

Objective: Several studies have provided prevalence estimates of posttraumatic stress disorder (PTSD) related to the September 11, 2001 (9/11) attacks in broadly affected populations, although without sufficiently addressing qualifying exposures required for assessing PTSD and estimating its prevalence. A premise that people throughout the New York City area were exposed to the attacks on the World Trade Center (WTC) towers and are thus at risk for developing PTSD has important implications for both prevalence estimates and service provision. This premise has not, however, been tested with respect to DSM-IV-TR criteria for PTSD. This study examined associations between geographic distance from the 9/11 attacks on the WTC and reported 9/11 trauma exposures, and the role of specific trauma exposures in the development of PTSD.
Methods: Approximately 3 years after the attacks, 379 surviving employees (102 with direct exposures, including 65 in the towers, and 277 with varied exposures) recruited from 8 affected organizations were interviewed using the Diagnostic Interview Schedule/Disaster Supplement and reassessed at 6 years. The estimated closest geographic distance from the WTC towers during the attacks and specific disaster exposures were compared with the development of 9/11–related PTSD as defined by the Diagnostic and Statistical Manual, Fourth Edition, Text Revision.
Results: The direct exposure zone was largely concentrated within a radius of 0.1 mi and completely contained within 0.75 mi of the towers. PTSD symptom criteria at any time after the disaster were met by 35% of people directly exposed to danger, 20% of those exposed only through witnessed experiences, and 35% of those exposed only through a close associate’s direct exposure. Outside these exposure groups, few possible sources of exposure were evident among the few who were symptomatic, most of whom had preexisting psychiatric illness.
Conclusions: Exposures deserve careful consideration among widely affected populations after large terrorist attacks when conducting clinical assessments, estimating the magnitude of population PTSD burdens, and projecting needs for specific mental health interventions.

The House of Lords handed down judgment in Jones v. Ministry of Interior of the Kingdom of Saudi Arabia on June 14, 2006. The case concerns an action in damages brought by Jones and three other applicants, all UK citizens, falsely accused of involvement in bombings in Riyadh in 2001 and 2002. The four allege that they were repeatedly tortured while in prison in Saudi Arabia and that they suffered severe psychological and physical harm as a result. Seeking aggravated and exemplary damages from Saudi Arabia's Ministry of the Interior and the Saudi officials allegedly responsible, the applicants filed claims of, inter alia, torture, assault and battery, trespass to the person, and unlawful imprisonment. In the proceedings before the Court of Appeal, Saudi Arabia claimed immunity on its own behalf and on that of its officials. The Court of Appeal agreed with the former but denied the latter; all the involved parties appealed the decision. The House of Lords agreed with Saudi Arabia by upholding state immunity in civil proceedings brought against a state and its officials in a different country for alleged torture.

Human rights violations committed against women have become an increasingly high priority on the international agenda.1 Rape, “honour killings.”, bride-burning, genital mutilation, forced sterilisation, forced abortion, domestic violence are all acts of violence regularly committed against women. What makes women the target of such acts is primarily if not exclusively their sex. Membership of the female sex is what creates the risk. Women have been afforded minimal redress in international fora and this has been particularly true within the context of refugee determination. Women and children make up the majority of the world's refugee population2 yet, because of their comparative lack of mobility, the refugee jurisprudence which has evolved has been based primarily on the experiences of men. However, women often fear persecution for reasons different from men, and when they do fear persecution for the same reason as men they often experience the persecution differently. There is evidence that contemporary refugee law is becoming gender sensitive. In March 1993 the Guidelines on Women Refugee Claimants Fearing Gender-Related Persecution were issued by the Chairperson of the Canadian Immigration and Refugee Board.3 The Guidelines were novel in that their promulgation made Canada the first country to recognise formally that cognisance should be given to claims by refugee applicants of alleged genderrelated persecution. This short article will identify the raison d'être of the Guidelines, articulate their principal characteristics and assess their impact both within Canada and beyond.
